The FBI took sole control of the investigation on Jan. 8, 2026, barring Minnesota's Bureau of Criminal Apprehension from accessing evidence or the crime scene. Minnesota AG
Keith Ellison called this 'deeply disturbing' and said it violated standard protocols for officer-involved shootings.
Vice President
JD Vance called
Renee Good a 'deranged leftist' and said her death was 'a tragedy of her own making.' He claimed she violated the law by trying to run over Agent Ross. Cell phone videos from multiple angles contradicted this claim.
DHS Secretary
Kristi Noem labeled Good's actions 'domestic terrorism' at a Jan. 8 press conference, before any independent investigation occurred. She said Ross 'followed his training' and acted in self-defense.
Alpha News, a Minnesota conservative outlet, published Ross's cell phone video on Jan. 9. Multiple federal officials told ABC News the video was released by DHS. This strategic media placement allowed the administration to control the narrative.
On Jan. 8, the day after the shooting, Noem signed a policy requiring seven days notice before congressional visits to ICE facilities. This blocked Minnesota Reps. Ilhan Omar, Angie Craig, and Kelly Morrison from conducting oversight on Jan. 11.
At least four attorneys in the DOJ Civil Rights Division resigned in protest after the department declined to investigate Ross. The FBI instead opened an investigation into Good and her widow.
Court records show Ross was involved in a Jun. 17, 2025 incident in Bloomington where he was dragged approximately 50 yards after breaking a car window during an arrest. Roberto Carlos Munoz was convicted of attempted murder. Ross was hospitalized Jan. 14-15, 2026 for internal bleeding from that incident.
House Democrats introduced articles of impeachment against Noem on Jan. 14 for obstruction of Congress and abuse of power. The seven-day notice policy was challenged in federal court as violating a Dec. 2025 injunction.
Trump posted on Truth Social on Jan. 7 that Ross was 'recovering in the hospital' and 'it is hard to believe he is still alive.' This was false. Video showed Ross walking away from the scene.
DHS Secretary Noem confirmed Ross was 'treated and released' the same day. Trump's claim exaggerated Ross's injuries to justify the shooting.
