Shutdown ties 2018-2019 record as Senate rejects funding 14 times amid fight over healthcare subsidies

The funding lapse began Oct. 1, 2025, and reached day 35 on Nov. 4, 2025, tying the 35-day shutdown of Dec. 22, 2018–Jan. 25, 2019.

The Senate failed to advance a House-passed continuing resolution for the 14th time on Nov. 4, 2025; the House measure sought to extend funding to Nov. 21, 2025.

Federal courts ordered the USDA to use contingency funds to provide Nov. SNAP benefits to roughly 42 million people, and the administration has appealed those orders while also announcing partial payments from contingency funds.

Many federal employees have been furloughed or required to work without pay since the Oct. 1 funding lapse, producing delayed paychecks and wider operational disruptions across agencies.
